FEMA Public Notice for Grant Process
Hobcaw Water Basins
The Federal Emergency Management Agency (FEMA) and South Carolina Emergency Management Division (SCEMD) have received the Town of Mount Pleasant’s application for Federal grant funding through the Hazard Mitigation Grant Program (HMGP).
As part of the application process and in accordance with Executive Order 11988 and 44 CFR §9.12, final public notice is hereby given for the Town of Mount Pleasant’s proposed project which contains actions in or affecting the floodplain and/or wetlands. The project will conform to applicable state and local floodplain protection standards.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Project Title: Hobcaw Water Basins
Location of Proposed Work: The area is approximately 295 acres, bound on the North by Hobcaw Creek, on the South by Molasses Creek, on the West by the Wando River, and on the East by the ION subdivision.
Proposed Work and Purpose: East Molasses contains a closed pipe system with less than a 2-year storm event capacity. Isaw contains a closed pipe system with an undersized outfall along with undersized upstream pipes. West Molasses contains a closed pipe system with a pipe line that is undersized. These basins were chosen for further analysis during the initial drainage study and the appropriate pipe sizes that will allow the systems to function at an acceptable level of service were determined. The next steps for these basins would be to develop design plans and to perform construction.
Muirhead Road is the primary ingress and egress for the Hobcaw neighborhood and contains two 24-inch pipes that show signs of degradation. The impact to residents would be significant if the culvert crossing were to fail. Sampa Road contains a single pipe and it serves as the outfall for the basin. The Seewee Circle parcel has experienced erosion during recent rain events as a result of runoff flowing near the driveway entrance and yard area. These locations were not studied as in depth as the previously mentioned basins due to their simplicity. The next steps for these locations would be design and construction.
Comment Period: Comments are due by close of business on Monday October 7, 2019.
Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments can be made in writing to the Point of Contact listed below.
